OVERVIEW OF POLYGRAPH EXAMINATIONS

Polygraph examinations are either diagnostic or screening in nature. Diagnostic tests focus on a known problem for which there exists some evidence or allegations to indicate an individual may have some involvement; and, for which the results of the examination are intended to support a positive or negative diagnostic conclusion (i.e., theft of money; robbery; sexual assault, etc.) Screening tests are all tests conducted in the absence of a known incident, allegation, or problem (i.e., pre-employment tests, counter-intelligence tests, etc.).

A polygraph examination consists of three phases: (1) The Pre-test Interview; (2) The In-Test, or collection of polygraph tracings / charts; and, (3) The Post-Test, which involves analysis of the polygraph tracings / charts, and a follow-up interview. The average time to complete an examination from beginning to end is approximately 2-4 hours. This general time frame depends on the nature and complexity of examination issues. The longest Phase of the polygraph examination is the Pre-Test Interview, which lasts approximately 45-90 minutes.

THE SCIENTIFIC BASIS FOR POLYGRAPH TESTING

Results from several decades of scientific study have consistently supported the validity of the hypothesis that the combination of instrumental recording and statistical modeling can discriminate deception and truth telling at rates significantly greater than chance. Scientific reviews of peer reviewed polygraph studies have borne this out repeatedly.

In 2011, the American Polygraph Association (APA) undertook an exhaustive review of all published articles on polygraph testing which represented field practices and which met the requirements of APA Standards of Practice. The data showed that techniques intended for event-specific (single issue) diagnostic testing produced an aggregated decision accuracy of 89%. The combination of all validated polygraph testing techniques produced a decision accuracy of 87%. These findings were consistent with those of the National Research Council’s (2003) conclusions regarding polygraph accuracy, and provide additional support for the validity of polygraph testing when conducted in accordance with APA Standards of Practice.

The American Polygraph Association (APA) believes that scientific evidence supports the validity of polygraph examinations that are conducted and interpreted in compliance with documented and validated procedures.
